Some people say that public libraries are important public resources and should be free; others say that they are just a waste of public money.
Discuss both views and give your opinion.

Libraries are an important source of information for the individuals. Some people believe that
being an imperative resource, (You’ve already conveyed this in the first sentence. Why write it again, especially when it prevents you from writing a sentence clearly?) public libraries should have free access to the people (You’ve written the opposite of what you wish to convery: … that people should have free access to public libraries as …..) (1) as they preserve culture of any nation in the form of literature. But, few people argue that spending on public libraries is only a wastage of money because, due to advancement in technology, (2) people prefer online resources over libraries. However, I agree with the former view.
1. IMPORTANT: You will not score higher bands by writing a flowery language. You will definitely get higher bands for communicating the message clearly.
2. MODIFIERS: Modifiers are clauses that provide an extra information about a noun in a sentence. They are not a part of the main sentence. Just some extra information. Precisely due to this reason they’re placed within two commas to avoid confusion. Your main sentence is: …only a wastage of time because people prefer online resources ….. The part “due to advancement in technology” gives extra information about why people prefer online resource.
On the one hand, I believe in the view that (express your support in the relevant body paragraph) public libraries preserve culture and historical values of any nation. In other words,
public libraries they (referencing device) preserve a large collection of not only the original writings of ancient writers but also contain the latest literature resources (3). The access to these resources should be free of cost because every citizen has all citizens, irrespective of their financial status, (modifier – gives additional information about citizens.) have a right to know about their (a plural pronoun needs a plural noun – citizens) culture. For instance, the National library of India in Kolkata is a public library which has a collection of two lac lakh books in around thirteen and more languages, which reflects the vast and rich heritage of India.
3. Parallelism violation: not only X but also Y. The first words of X and Y should be parallel. Original is an adjective, contain is a verb. Alternate structures: they not only preserve a large ….. but also contain latest …. Both verbs.
Conversely, other people think that public libraries are merely wastage of money because, due to
widespread the proliferation of the internet, (the same mistake as committed in the introduction – modifier) people have a facility to read books, magazines and journals online. Therefore, the use of funds on the maintenance of these resources is just a wastage since no one spares time from their (no one = singular. Their = plural) busy schedules to visit them (their refers to people and them refers to libraries. This pronoun family can refer to one noun only.). To exemplify, my city has one public library on which city council spends fifty thousand rupees annually for the purchase of latest books and journals but only 5% of residents pay for their visit to no one visits the library to read any book.
To conclude, though people have varied opinions, I think public libraries need to be preserved as they are playing a pivotal role in preserving and spreading of knowledge among masses and their access need to be free so that more and more people get motivation to use these resources.
