The line graph gives information about the passenger numbers (the number of passengers) by per hour from 6 am in the morning to 10 pm at night in the use of underground an underground station in London. (underground what? Underground is an adjective. It is the quality of a noun. Without the noun, it is meaningless.)

It is clear that the passenger number fluctuates throughout the time period.  It is also noticeable that the commuting time in the morning (define morning. Give time) and evening (define evening. Give time.) experiences (commuting time can’t experience the peak) a peak of passenger use.  (Also, most of the commuters travel around 8 in the morning and around 6 in the evening.)

The figure for 6 am stands at 100 and this figure rapidly rises, to a peak of 400, (no need of commas) before suddenly falling down to just under 200 at 10 am. The passenger number steadily increases by 100, to 100 to 300 at 2 pm. 

The afternoon low are the same as morning low at 6 am, at 100 at 4 pm. (1) By 6 pm, this figure rises sharply, reaching a peak of just under 400 reaching close to the peak of 400, followed by a significant decrease, (no comma) to a low of 120 at 8 pm.

Pick the element which is the same – traffic. Time is different (6 am and 4 pm), but traffic is same (100). Use this to build your sentence. Thereafter, it quickly drops to 100, which is the lowest traffic during the day and is the same as traffic at 6 am.

After that, the figure remains hovers around 150 at 9 pm and 10 pm, at 160 and 140, respectively.
